for the point , in this photo of a lock you can see that the waterlevel has been high , higher than the shore's of the waterroute going trough and proove's that most of the time it is not opened regulary to flow water out towards the sea , groundwater levels are wanted to be unsalted , but that is then from the other direction , also waterfloods were more devastating in Limburg in the Netherlands by soked dike's made of leveled up ground , and by that broke more easy , and I think it has realy more to do with the waterrecreation , then with farming since cattle may not be placed in the meddows (what practical is only for Cows , Horse's and other you even see outside in the Winter) , most of sailboats are fancied with Seasailing abillity , so the gill is that much longer , better said deeper why a high waterlevel is preffered .
